My work explores community-led planning, neighbourhood development, and the relationship between planning and the economy.
Raquel Higginson is a Master of City Planning candidate at the University of Manitoba and a graduate of Concordia University’s Department of Geography, Planning and Environment, where she earned a Bachelor of Arts in Urban Planning with a minor in Geospatial Technologies. Since returning to Winnipeg in 2024, Raquel has worked as an urban planner and planning consultant on municipal and regional projects, supporting land use planning, public engagement, and GIS-based analysis. Raquel is commited to making planning transparent, accessible, and deeply responsive to the communities it serves.
