Point Douglas Development Recommendations Report, 2025

This report presents the work of a group of Master of City Planning students from the University of Manitoba, conducted as part of the Neighbourhood Planning Design Studio focusing on the neighbourhood of Point Douglas. This project involved a comprehensive analysis using census data, historical records, land use designations, on-site observations, and a review of key planning documents, including Our Winnipeg, Complete Communities 2.0, and the Draft Point Douglas Neighbourhood Plan. Building on this foundation, the report advances detailed strategies and recommendations for future development that respond directly to community priorities and align with the broader objectives of the Draft Point Douglas Neighbourhood Plan. Focusing on 123 Annabella Street, a vacant former industrial site along Sutherland Avenue’s proposed Rapid Transit corridor, we explore opportunities for transit-oriented and community-serving development. Under the supervision of Allison Driedger and Kerniel Aasland within the Department of City Planning at University of Manitoba.
